EDMSIM is an entity-based emergency response and crisis rehearsal training system that combines a computer simulation of the disaster or even with an electronic master scenario events (MSEL) list to realistically train Emergency Operations Center (EOC) staff and Incident Commanders (IC).  EDMSIM provides a more realistic input to the ICs and EOC and allows the exercise to be more dynamic and free-flowing than the traditional training methods.

EDMSIM includes an advanced map engine and robust database than enables training exercises to range from the international, federal, state or county/municipal level.  EDMSIM is intended as a training tool for EOCs and ICs, however the first responders and other operators who are sitting in front of the computer stations operating the simulation entities also receive training.

  • Inter-agency Operations.  EDMSIM exercises are scalable so that training can be conducted at a local, regional or higher level.  The simulation is executed and monitored by first responders who pass information to the ICs and EOC using only the means normally available so that the primary training audience (ICs and EOC staff) would have only the information that would normally be available to them.
  • Team Building and Crisis Leadership Training.  Crisis-related information is provided to the leaders and staff.  Once this information is provided, the leaders and staff must use this information to interpret the actual situation at the incident, anticipate future events, allocate resources appropriately and pass direction back down the chain of command.  By providing information to the leaders and staff in this manner and providing them with feedback on their actions, communication is promoted within the team and interagency and leaders are trained to react appropriately.
  • Complexity Recognition.  EDMSIM allows for multiple incidents to occur at once or in a series.  Incidents can occur at a pre-defined times or on the command of the exercise controllers.  Multiple incidents increase the complexity of the exercise and compel the primary training audience to allocate resources effectively.
  • Resource Management.  All of the resources available for use during the exercise scenario are imported into the EDMSIM database as part of the scenario creation process.  As in real life, the EOC staff must allocate and manage these resources during the course of the exercise.  The EDMSIM entities (people, vehicles, and equipment) consume logistical resources (water, food, medical supplies, gasoline, etc.) and must be resupplied or they will no longer function.
  • Contingency Plan and Procedure Validation.  EDMSIM training enables the implementation and validation of previously prepared procedures and contingency plans.  The EOC and staff operate within the same venue and with the same resources as during an actual crisis. During the training event, problems noted with plans and procedures can be highlighted during the post exercise review and changed.
  • Simple To Operate
    The software was designed from the outset to be operated by first responders with basic computer skills.  With two hours of simulation instruction, the first responders learn to operate the simulation stations.  During the exercise they actually control the simulated equipment and interact with the command and control system

Low Cost & Easy Maintenance

EDMSIM does not require expensive computer operators or lengthy MSEL lists.  The computer dynamically generates the MSEL during the simulation, therefore only a shorter script is required.  Once data is entered in the system it can be re-used on subsequent exercises.  The database is created through simple to use forms and is easy to control and maintain
