
EDMSIM (Emergency and Disaster Management Simulation) is an entity-based, real-time constructive simulation. The intent of EDMSIM is to train the Emergency Operations Center (EOC) staff and Incident Commanders (IC) by replacing the current “table top” and Master Event List (MEL) driven exercises with a computer simulation system. This provides a more realistic input to the ICs and EOC and allows the exercise to be more dynamic and free-flowing than the traditional training methods.
EDMSIM is intended as a training tool for the primary training audience which is the ICs and EOC. It is also well suited for the secondary training audience which are the first responders and other operators who are sitting in front of the computer stations operating the simulation entities.

- Inter-Agency Operations
EDMSIM exercises are scalable so that training can be conducted at a local, regional or higher level. The simulation is executed at the lowest level and then information flow to the ICs and EOC is conducted using only the communications tools normally available so that the primary training audience (ICs and EOC staff) become accustomed to using their existing tools during high stress periods. - Pre-Planning Processes
Because information flow to the ICs and various command staff is only conducted using traditional methods the processes and procedures previously established for the command staff can be executed normally. - Resource Management
All of the resources available for use during the exercise scenario are entered into the EDMSIM database as part of the scenario creation process. The command staff must successfully allocate and manage these resources during the course of the exercise. The EDMSIM entities (people and vehicles) consume logistical resources (water, food, medical supplies, etc) and must be resupplied or they will no longer function. - Team Building and Crisis Leadership Training
The information provided to the leaders and staff is as it would be in a real situation. Once this information is provided, the leaders and staff must use this information to interpret the actual situation at the incident, anticipate future events, allocate resources appropriately and pass direction back down the chain of command. By providing information to the leaders and staff in this manner and providing them with feedback on their actions communication is promoted within the team and interagency and leaders are trained to react to realistic information. - Complexity Recognition
EDMSIM allows for multiple incidents to occur at once or in a series. Incidents can occur at a pre-defined time or on the command of the exercise controllers. Multiple incidents increase the complexity of the exercise and compels the primary training audience to allocate resources effectively. - Simple To Operate
The software was designed from the outset to be operated by first responders with basic computer skills. With two hours of simulation instruction, the first responders learn to operate the simulation stations. During the exercise they manipulate the simulated equipment and interact with the command and control system - Low Cost & Easy Maintenance
EDMSIM does not require expensive computer interactors or extensive MEL lists. The computer dynamically generates the MEL during the simulation, therefore only a shorter script is required. Once data is entered in the system it can be re-used on subsequent exercises. The database is created through simple to use forms and is easy to control and maintain
