MILCOMM
MILCOMM is a dynamic communications planning, control and monitoring tool. MILCOMM allows for the planning and control of military networks as well as dynamic network testing and evaluation. Its communications simulation capability enables it to act as a training tool for communications personnel.

- Network Planning
MILCOMM Network Planning Tool allows the communications planners to simply and effectively create the communications and network infrastructure of the organization they support. The outputs of the planning process are the Communications Annexes in both human readable (written) form and electronic data form.
- Dynamic Network Simulation
The dynamic network simulation component of MILCOMM provides the user with the ability to use a variety of radio propagation models to test the validity of the Signals Plan Courses of Action (COAs).
- Configuration & Initialization
MILCOMM outputs network and equipment configuration data in machine readable format based on the communications plan created within the software. MILCOMM ensures that the network components are initiated/configured/set-up/loaded appropriately, in accordance with the plan. Utilizing MILCOMM’s API the software can act as a network planning tool for communications hardware from different manufactures thus simplifying network integration.
- Monitoring & Control
MILCOMM’s Monitoring and Control component allows for data collection and evaluation of the network components in both graphical and tabular formats. The integrated mapping engine within MILCOMM allows the planned, current and future states of the network to be displayed.
- Reports, Orders and Instructions
MILCOMM contains a fully featured document creation and reporting tool to enable the communications planner to create and distribute Signals Operational and Technical Planning information as well as configuration data.
COPLAN
COPLAN is C4i Consultants' collaborative planning software. When integrated with a command and control system, it allows distributed collaborative planning to occur within a networked headquarters as well as across radio networks
COPLAN is designed to work in the same manner as the command staff:
- Command supervision and direction of work
- Simultaneous work on the plans and orders
- Revision and error checking
- Approval and sign-off
- Briefings from the on-line plan
- Distribution of plans and orders via the command and control system
COPLAN may also be integrated with C4i Consultants MILTOOLS - Staff Officer Planning Tools to further enhance the capabilities of the staff officer.
MILTOOLS
MILTOOLS are a set of staff officer planning tools that can be integrated with MILSIM. MILTOOLS take advantage of the fact that the entities within the simulation are driving over the same (simulated) terrain and fighting the same (simulated) forces that the real forces would encounter. MILTOOLS act as a check and balance for existing staff planning tables and present the information in an easy-to-use graphical format.
Available Planning Tools
- Movement Over Terrain Analysis
This tool uses digital terrain data to conduct a terrain analysis to predict the maximum size of force which can make use of the terrain.
- Course-of-Action Analysis
The course-of-action (COA) analysis tool allows the user to enter multiple courses of action for both the friendly and enemy forces for analysis by the simulation to determine probable outcomes.
- Logistical Analysis
The logistical analysis tool is similar to the course-of-action tool except that the output gives usage rates of various consumables such as fuel and ammunition.
- Route Planning
The route planning tool is used to calculate the distribution of vehicles across packets and/or serials.
