
eMerg-GIS is a computer-based tool that allows Emergency Operations Center (EOC) staff to simulate a Public Safety and Emergency Preparedness Plan without having to run costly and time consuming table top exercises. Emergency Operations Center (EOC) staff can simulate these plans with other municipal emergency management plans (MEMP’s) as well as Petroleum Emergency Response Plans (ERP’s) all within eMerg-GIS
eMerg-GIS creates an effective computerized simulation of an emergency situation and establishes communication and coordination among all parties affected. This simulation tool establishes procedures for mobilizing response personnel and agencies by coordinating the activities of industry responders, emergency services, local authorities, Provincial Health Services, government departments and all agencies that have a key role in providing an effective response.
eMerg-GIS allows staff to control a large number of “entities” within the Public Safety and Emergency Preparedness Plan simulation and is organized and prioritized to provide quick access to critical information. An entity can be a person, a vehicle or even a piece of equipment. When an “emergency scenario” is created, all of the entities interact within the simulation, according to the objectives of the Public Safety and Emergency Preparedness Plan.
For large scale organizations. EDMSIM is designed for Military, Federal, Provincial, or major populated Municipal organizations that have a requirement to train Emergency Operations Center (EOC) staff by replacing the traditional table top exercises with a computer simulation. Computer simulation technology provides a more realistic input to the EOC and allows the exercise to be more dynamic and free-flowing than the traditional methods. Decisions are tested within the simulation and corrective training feedback is provided.
EDMSIM is designed from the outset to be operated by first responders with basic computer skills. With less than two hours of simulation instruction, the first responders learn to operate the simulation stations. During the exercise they manipulate the simulated equipment and interact with the command and control system. Training exercises can be easily created within computer simulation using your own training staff. New maps can be added or scenarios adjusted to suit the training need. No special equipment or high end computers are required. EDMSIM operates over a standard network using standard laptops and can automatically display all common commercial electronic maps. Maps can also be modified with layers of graphics, images, satellite photos, or even operational graphics.
Sounds complex? Not really – once an emergency scenario has been designed and built, EOC staff control the entities through simple on-screen menus or dash boards that manage their movement and interaction within the simulation. Additionally, there is a After Action Review (AAR) feature that allows for playback of the simulation for corrective training purposes.
